Cheshire Police say one lane of the Liverpool-bound carriageway of the A562, just past the Mersey Gateway Bridge on the Widnes side, has been re-opened following an earlier collision involving two HGVs.
The accident initially led to the carriageway being closed.
Police said there were no reports of any injuries.
Road closures were being lifted by 8.45am but traffic is still reported to be "extremely heavy.”
Drivers are being advised find an alternative route and avoid the area if possible.
