ROAD TRAFFIC REGULATION ACT 1984 THE BOROUGH OF WARRINGTON (DOVECOTE GREEN & CASTLE GREEN. WARRINGTON (PROHIBITION OF DRIVING AND CLEARWAY) TEMPORARY ORDER 2016 NOTICE IS HEREBY GIVEN that, In not less than 7 days from the date of this Notice, the Council intends to make an Order under Section 14 of the Road Traffic Regulation Act 1984. The effect of which will be as follows: -
Temporary Prohibition of Driving and Clearway Dovecote Green - its entire length
Castle Green - from the gable end of no. 65 Castle Green for a distance of approximately 125 metres in a southerly direction (accessing no.s 67 -115 Castle Green)
Castle Green - from the gable end of no. 28 Castle Green for a distance of approximately 90 metres in a southerly direction (accessing no.s 28-50 Castle Green)
The Order will be effective from Friday 5th December 2016 for a period of 8 weeks. The closures are expected to be in operation between the hours of 7:30 a.m. to 5.00 p.m. however the restrictions will be in place as and when the signs are in place on site. Access will be under the control of the relevant Contractor for the duration of the works.
The restrictions and closures are required to undertake essential carriageway resurfacing works. DATED 10th November 2016 Reference Number HIGH/1685

THE BOROUGH OF WARRINGTON HORROCKS LANE. BANK STREET & UNION STREET (PROHIBITION OF DRIVING) TEMPORARY ORDER 2016 NOTICE IS HEREBY GIVEN that the Council made an Order under Section 14 of the Road Traffic Regulation Act 1984. The effect of which was to introduce prohibition of driving on the following roads: Horrocks Lane - its entire length
Bank Street - from its junction with Buttermarket Street to its junction with Horrocks Lane Union Street - its entire length
The Order was effective from Friday 2nd September 2016 tor a period of 8 weeks, however, due to the discovery of uncharted utility equipment that requires diverting therefore an extension of the closure is required and will be signed on site as and when necessary. Access will be under the control of the relevant Contractor for the duration of the works.

THE BOROUGH OF WARRINGTON (LIVERPOOL ROAD) (7.5 TONNE WEIGHT LIMIT) (EXCEPT FOR ACCESS) ORDER 2016 NOTICE IS HEREBY GIVEN that the Council proposes to make an order under Sections 1,2 and 4 of the Road Traffic Regulation Act 1984 and all other enabling powers. The effect of the order will be to introduce a 7.5 tonne weight limit except for access on the roads detailed in column 1 of the schedule below to the extent as detailed in column 2 of the said schedule.
Details of the proposals are in a draft Order which, together with a map showing the restricted area and a Statement of Reasons tor the Council proposing to make the Order, may be examined at the Legal Services Section, Quattro Building, New Town House, Buttermarket Street, Warrington during the usual office hours Monday to Friday.
All representations both in support or objecting to the proposals must be made in writing and sent to Cheryl Nicholson of the Legal Services Section at the address below by 1st December 2016 and all objections must specify the grounds on which they are made. Please note that all representations received may be considered in public by the Council and that the substance of any representation together with the name and address of the person making it could become available tor public inspection,

ROAD TRAFFIC REGULATION ACT 1984 THE BOROUGH OF WARRINGTON (OFF-STREET PARKING PLACES)(CIVIL ENFORCEMENT) (AMENDMENT NO. 5) CONSOLIDATION ORDER 2016 NOTICE IS HEREBY GIVEN that the Council proposes to make an Order under Sections 1,2,4 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 and of all other enabling powers. The effect of the Order will be as follows: -
1. The Borough of Warrington (Off-Street Parking Places)(Civil Enforcement) Consolidation Order 2008, is hereby further varied or amended as detailed in the Schedule below. Details of the proposals are in the draft Order which, together with a plan showing the restricted area and a Statement of the Council's Reasons for proposing to make the Order, may be examined at the Legal Services Section, Quattro Building, New Town House, Buttermarket Street, Warrington during the usual office hours Monday to Friday.
All representations both in support or objecting to the proposals must be in writing either by post to Jo Nugent of the Legal Services Section or delivered by hand to the address above by 1 st December 2016 and all objections must specify the grounds on which they are made. Please note that all representations received may be considered in public by the Council and that the substance of any representation together with the name and address of the person making it could become available for public inspection.
SCHEDULE
The Borough of Warrington (Off-Street Parking Places) (Civic Enforcement) Consolidation Order 2008, is hereby further varied or amended as follows:-
1. By the addition to Article 2 of the following definitions:

"Cashless Parking" means methods of payment of the purchase of parking time by the use of a credit or debit card or other means of secure authorised payment made by telephone or internet to facilitate a cashless and ticketless transaction
"Electric/Plugged in Vehicle" means any vehicle using electric motors for propulsion which requires plugging in to charge batteries
"Electric Vehicle Parking Bay" means a Parking Bay for Electric/Plugged in Vehicles "Third Party Provider" means the contractor authorised by the Council to accept payment of the parking charge made by Cashless Parking on its behalf and to keep a record of that parking charge and the vehicle, parking place and parking period in respect of which that payment has been made
2. Article 8 is deleted and is replaced by:

8. Where by Notice at a Parking Place, a Parking Place is described as available for vehicles of a specified class or vehicles to be left in a specified location, no person shall cause or permit a vehicle to wait in that Parking Place or in any Parking Bay within the Parking Place;
(i) Unless it is of the specified class;

(ii) In a position other than that specified

8(a) The Council may reserve in any of the Parking Places affected by this Order a number of Pay and Display Electric/Plugged in Vehicle Parking Bays for Electric/Plugged in Vehicles. An Electric/Plugged in Vehicle may only be left in an Electric/Plugged in Vehicles Parking Bay reserved for such vehicles during the period take to charge the vehicles battery from the Electric/Plugged in Vehicle Parking Post.
8(b) The Council may install and maintain in proper working order Electric Vehicle Charging Posts as it thinks fit in the vicinity of an Electric Vehicle Parking Bay.
8(c) No person shall except with the permission of or under the direction of a person duly authorised by the Council cause or permit any vehicle to park during the prescribed hours on the prescribed days in any of the Electric/Plugged in Vehicle Parking Bays unless the vehicle is an Electric/ Plugged in Vehicle and is parked for the purpose set out in Clause 8(a) above.
8(d) Where signs are erected, or surface marking laid, for the purposes of indicating entrance(s) to or exit(s) from a Parking Place; or specifying the direction in which vehicles are to proceed, a person shall not drive or cause any vehicle to be driven:
(i) So that it enters the Parking Place otherwise than by an entrance, or leaves the Parking Place otherwise than by the exit

(ii) In a direction other than that specified

(iii) In a manner or at a speed so as to cause danger to any person in the Parking Place

8(e) the driver of a vehicle shall not leave that vehicle in any areas of the Parking Place that have hatched markings and/or are indicated as restricted areas within the Parking Place
8(f) the driver of a vehicle shall not obstruct any entrances to or egress from the Parking Place or obstruct any other vehicle within the Parking Place
3. Article 22 is deleted and replaced by:

"The driver of a vehicle using a pay and display Parking Place, or any Parking Bay within the Parking Place, shall upon parking the vehicle in the Parking Place and prior to leaving the Parking Place, pay the appropriate charge (if any) for parking as laid down for that Parking Place within the Schedules to the Order".
4. Article 23 is deleted and replaced by:

"The charges referred to in Article 21 are payable as follows:
(i) Purchase of a Pay and Display Ticket by coin:

Obtaining a Pay and Display Ticket from a ticket machine as proof of arrival and expiration of parking time in respect of free parking or purchased time via coin payment
(ii) Purchase of parking time by phone or internet application:

Purchase of parking time by phone or internet application via a credit/debit card payment (Cashless Parking) An Additional administrative charge is levied payable to the third party provider in respect of the convenience fee. Further optional fees may be levied if customers wish to receive a text reminder of expiry of parking time or to re-new their parking time.
(iii) Parking Permit - Physical and/or virtual:

Issued by Warrington Borough Council which is obtained or purchased in accordance with a public/staff parking contract. Methods of payment received via cash, cheque, invoice, credit/debit card, direct debit, standing order or salary deduction/salary sacrifice in respect of Council Staff."
5. Article 24 is deleted and replaced by:

"The driver of a vehicle using a Parking Place, or any parking Bay within the Parking Place, shall upon parking the vehicle in Parking Bay, and prior to leaving the Parking Place, wither purchase a Pay and Display Ticket for the whole period of parking time and display the said ticket at all times the vehicle is parked in the Parking Bay within the Parking Place in the Relevant Position on the vehicle in respect of which it was issued or make a payment by phone other electronic means at the level of charge and tor the period required in accordance with the scale of charges within the Schedules to this Order. Where a Parking Place has limited free parking a Pay and Display Ticket must be obtained from a ticket machine and must be displayed in the relevant position".
